Rental Assistance

BASE was honored to participate as one of the partner agencies throughout the COVID-19 Pandemic in helping our Lancaster County Residents stay housed. BASE joined Lancaster County EPN (Eviction Prevention Network)/ERAP in the Spring of 2020.  

What is Emergency Rental Assistance Program (ERAP)?

ERAP can serve renter households that have combined incomes less than 80% of Area Median Income (AMI) who meet the following conditions: Qualified for unemployment benefits or has experienced a reduction in household income, incurred significant costs, or experienced other financial hardship due directly or indirectly to COVID-19; and demonstrates a risk of experiencing homelessness or housing instability.


ERAP is currently closed to new applications.  


The ERAP helpline can be reached at 717-590-3101.  


Existing, eligible applicants can receive a maximum of 12 months of assistance since March 2021.

Rental Counseling

BASE provides FREE one-on-one counseling sessions with a HUD-certified housing counselor to assist individuals and families assess their finances and provide tools and resources.


Rental counseling sessions cover:


  • Developing a budget
  • Strategies on how to manage finances
  • Review of the credit report
  • Prioritizing debts
  • How to reduce debts and expenses
  • Strategies to build and maintain credit
  • Tenant Rights and Fair Housing Rights
  • Affordable housing resources
  • Resources to assist with utility bills and other rental support

Rental Locater Services

BASE offers assistance with finding and securing affordable, safe housing.  We work one-on-one with you to determine your housing needs, connect you to other goverment services, and to match you with landlords across the county.


BASE offers free education on building credit and becoming a desirable tenant.  

Our certified counselors will work with you to review:


  • Tenant Rights and Fair Housing Rights
  • Calculating an affordable rental payment
  • Common landlord requirements
  • Affordable housing resources
  • Understanding lease agreements
  • Resources to assist with utility bills and other rental support
