OUR HISTORY

“Hope” has played a role in the lives of African-Americans throughout history. So is this history hope-filled. 

In 1994, after almost a decade of pooling their resources, a group of 10 (ten) African American men, all residents of Lancaster, and members of Uptown Economic Development Corp., 

would open the doors to the city’s first Small Business Incubator..

The incubator would offer Hope in an under-served community, providing opportunities in skills training, mentorship and an entrepreneurial program- still sought out today by aspiring small business owners.

Another integral part of the history is a Housing Counseling Program, which began in 2007. Assisted by BASE’ HUD Certified counselors, a wide range of FREE services are provided to Homeowners and Renters. The program has been honored, by PHFA, with “Best Counselor” & “Best Agency” awards.

The incubator has been managed by BASE, a non-profit 501c3 agency, since 1996…
